The Black Eagle referred to by Kim is the head of one of the families in the Order of the Black Sun.
Restoration projects
Later on in the report Kim explains about the projects CARE is working on for the restoration of planet earth, including her pet project of levitating trains for very fast travel across continents and over the oceans intercontinentally, both freight and passengers. Kim says the technology is not maglev, so my guess it uses some kind of an anti-gravity device.
Kim also mentions a free energy device that has been designed and works to generate energy - here is a snippet which shows the prototype which is powered by neutrinos.
